In Sodo, the function of the general cities was ahead of that fo the country. The country has been left no more meaning than a regional mark among continents. As super global enterprise surpassing the function of a country appeared, the public security in the hands of army and police was left to the private security force of enterprises. The function finally caused the military force of enterprises to develop and it was the age that mega companies were superior even in terms of military force to a country. Conflict between countries and between nations disappeared, but the vice of capitalism, the rising rate for cirme in the infra society, conflict between new classes and the seriousness of social dissatisfacton group reached its climax. Corporate surveillance over society and violation of uman rights next to autocratic states were so restless that they came to the surface, to frequent turmoil or terror to enterprises. It was because the function of human rights protection and public security originally endowed to states wre already left to the monopoly undertaking.
Both states and enterprises began to look for a new alternative to protect the chaos of the city. ...
